OPCD Announces RFP for ESInet Provider

The Orleans Parish Communication District (OPCD), located in New Orleans, Louisiana, is requesting proposals to enter into a contract with a licensed, qualified public safety telecommunications company to provide professional services in the provision of Emergency Services IP Network (ESInet) services.

These services are to facilitate the secure transfer of high- bandwidth digital data between the OPCD primary emergency communications center (ECC) and citizens calling 9-1-1. The successful candidate shall have experience, resources, and expertise in providing the required secured, redundant broadband service to deliver NextGen 9-1-1 (Next Generation 9-1-1) voice and data to OPCD’s Carbyne Apex 9-1-1 call handling system (CHS) and Motorola PremierOne Computer Aided Dispatch (CAD) systems. Additionally, OPCD seeks a candidate that exhibits prior experience and expertise in providing tangible successful ESInet services between legacy9-1-1 networks and the ESInet in the public safety environment.

This document provides the respondent with the minimum requirements for the ESInet, along with options and required NG9-1-1 network interfaces. The intent of this document is to provide the requirements and proposed costs for an ESInet to support OPCD’s fully enabled NG9-1-1 solution. It is not the intent to provide details that would focus the vendor’s solutions on a specific technology.
